Lay Ngan was a Principal Lecturer and Consultant, Digital Strategy Leadership Practice with NUS Institute of Systems Science where she delivered courses and managed consulting projects on IT Governance, Strategic IT Planning, Enterprise IT Architecture and Data Governance. She also conducted Postgraduate Course and Essential Leadership Skills for Project Managers. Some of her completed consultancy projects included a large Insurance Company located in Singapore. She was appointed by Singapore Information Technology Standards Committee, as Chairman of IT Governance Technical Committee. She worked with International Joint Technical Standards Committee with the aims in establishing Singapore as a practice-leader in effective IT Governance directed to enhancing business value of IT. She was also actively involved in setting the Technical Guides on Cloud Computing. Prior to joining ISS , she was with various ministries and statutory boards holding high position in IT Management.
